About us

We will form cross-border teams, focus on cutting-edge topics, and actively apply for major international scientific research projects; hold the annual "Global Ocean City Summit" to build a benchmark conference in the industry; promote the formulation of technical standards and design guidelines in fields such as coastal resilient cities and marine architecture; and provide high-level talent training and technical exchange services for member states.

In order to actively respond to the spirit of the Shanghai Cooperation Organization (SCO) on cooperation in scientific and technological innovation and sustainable development, and relying on the national-level platform of the China-SCO Science, Technology and Innovation Cooperation Center, we intend to jointly initiate and establish the SCO Marine City Innovation Center.

The Center aims to become an internationally leading think tank, cooperation platform and innovation hub under the framework of the SCO, focusing on the sustainable development of marine cities and coastal areas.

The preparation and establishment of the Center has received joint support from internationally renowned organizations including the Council on Tall Buildings and Urban Habitat (CTBUH), the International Academic Alliance for Marine Architecture, Open Access Foundation(OAF), among others.

We are maintaining close communication with the China-SCO Science, Technology and Innovation Cooperation Center, and actively promoting it to serve as the guiding and supporting platform for the Center.

Development & Support

OAF has built a dedicated Marine City Scientific Research Database for SCO-CODE, ensuring that researchers from SCO member states, especially developing countries, can seamlessly access cutting-edge international literature in marine science, urban planning and environmental engineering. Meanwhile, OAF assists SCO-CODE in the review and release of intergovernmental joint funding programs.

Provides theoretical framework support for Responsible Density, with a particular focus on the resilient design of coastal high-density cities in the context of sea-level rise. Members of the collaborative center can share industry technical guidelines accumulated by CVU and participate in formulating assessment criteria for vertical human settlements in marine cities tailored to the regional characteristics of the SCO.

IAUOA is an international academic alliance co-founded in 2018 by the Council on Tall Buildings and Urban Habitat (CTBUH) and academic institutions along the Pacific Rim. It focuses on research into coastal human settlements, marine spatial development, and floating cities on the sea.Its core objective is to explore better living solutions and urban architectural aesthetics for humanity in coastal areas.
